Minutes of Meeting
Tuesday March 21, 2017

Members Present: Jeff Jordan, Tom Jameson, Ed Millette, Jodi Pinard Town Administrator, Kristy Barnouski Administrative Assistant

Others Present: Evelyn Pike, Jim Plunkett, Lucille Noel, Alan Mayville, Donna Chagnon, Alan Quimby, Patty Milligan, Tom Houle and other members of the public.

Call to Order Mr. Jordan called the meeting to order at 6:30pm

Fire Chief Appointment-
Mr. Jameson made a motion and Mr. Jordan seconded to reappoint Alan Quimby as Fire Chief of Chichester for the next three years. Motion passes.

Tax Deeding
Map 2 Lot 45
A Motion was made by Mr. Jordan and seconded by Mr. Jameson to waive the tax deed for Map 2 Lot 45 with a two week extension which will be reevaluated on April 4, 2017.

Map 9 Lot 96
A Motion was made by Mr. Jordan and seconded by Mr. Jameson to waive the tax deed for Map 9 Lot 96 with a two week extension which will be reevaluated on April 4, 2017.

Map 4 Lot 151-A
A Motion was made by Mr. Jordan and seconded by Mr. Jameson to waive the tax deed for Map 4 Lot 151-A with a two week extension which will be reevaluated on April 4, 2017.

Map 4 Lot 47
A motion was made by Mr. Jordan made and seconded by Mr. Millette to take the deed of the property for Map 4 Lot 47. Motion passes.

Boston Post Cane Award
A Motion was made by Mr. Jordan and seconded by Mr. Jameson to nominate Margaret Mobbs of Horse Corner Road as the oldest living person in Chichester. Motion passes.

Shaw Field Maintenance
Mrs. Pinard stated that she will reach out to Bill Briggs to continue the contract for maintenance for the next three years.  A contract will be drawn up to sign.

Appointment of Commission, Boards and Committee Members
A motion was made by Mr. Jordan and seconded by Mr. Millette to appoint the following people to the associated Boards, Commissions, and Committees
Stanley Brehm – Planning Board – 3 year term
Ann Davis - Heritage Commission – 3 year term
Norman Larochelle – Advisory Budget Committee – 3 year term
Lucille Carson Noel – Heritage Commission – 3 year term
Dawn Marshall – Heritage Commission – 3 year term
Ewen MacKinnon II – Parks & Recreation Commission – 3 year term
Gordon Jones – Conservation Commission – 3 year term
Marianne DiTaranto – Conservation Commission – 3 year term
David Dobson – Zoning Board of Adjustments – 3 year term
Matthew Cole – Capital Improvements Program – 1 year term
Ann Davis – Capital Improvement Program – 1 year term
Michelle Plunkett – Capital Improvement Program – 1 year term
Motion passes.   

BCEP
A Motion was made by Mr. Millette and seconded by Mr. Jordan to reappoint the sitting Board to the BCEP. Motion passes.  

Cemetery Trustee
David Pickney won the three year vote as a write in for Cemetery Trustee and has accepted.  
Mark McIntosh had the second most votes for write ins.

Other Business
Brenda Boswak has asked to claim an unused plot in the cemetery of a relative.  Deed research will be done as soon as the new Cemetery Trustees are appointed.

Battle of the Badges
Officer Phil Arnonne played in the CHAD Battle of the Badges.  He did great

Assessing Re-evaluations bids
Mrs. Pinard stated that she would like to extend the full measure and list from 12 months to 18 months. This will give them more time to work with homeowners and do a more thorough assessment.  

Replacement of front door
Mrs. Pinard stated that she is looking for quotes for the replacement of the front door.  It is not working properly and continually blows open.  She also stated that it’s not ADA compliant and would like to bring it up to compliance.  

Non-public Session: 91 A:3 II (e) Consideration or negotiation of pending claims or litigation which has been threatened in writing or filed against the public body or any subdivision thereof, or against any member thereof because of his or her membership in such public body, until claim or litigation has been fully adjudicated or otherwise settled.

A motion was made by Mr. Jordan and seconded by Mr. Millette to enter into non-public session under RSA 91-A: 3 II (e). Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

A motion was made by Mr. Jameson and seconded by Mr. Jordan to exit non-public session, Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

A motion was made by Mr. Jordan and seconded by Mr. to seal the non-public meeting minutes indefinitely. Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

Non-Public Session RSA 91-A: 3 II (c) Matters which, if discussed in public, would likely affect adversely the reputation of any person, other than a member of the public body itself, unless such person requests an open meeting. This exemption shall extend to any application for assistance or tax abatement or waiver of a fee, fine, or other levy, if based on inability to pay or poverty of the applicant.

A motion was made by Mr. Jordan and seconded by Mr. Jameson to enter into non-public session under RSA 91-A: 3 II (c). Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

A motion was made by Mr. Millette and seconded by Mr. Jordan to exit non-public session, Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

A motion was made by Mr. Jordan and seconded by Mr.  Jameson to seal the non-public meeting minutes indefinitely. Jordan Aye, Jameson Aye, Millette Aye. Motion Passes.

Adjournment
Being no further discussion, a motion was made by Mr. Jameson and seconded by Mr. Jordan to adjourn the meeting at 8:35pm. Motion passes.
